NHTSA Announces Effort to Modernize Vehicle Lighting Standards
The National Highway Traffic Safety Administration (NHTSA) has announced plans to modernize federal vehicle lighting standards for the first time in more than 25 years. The effort will update Federal Motor Vehicle Safety Standard No. 108 to address emerging lighting technologies, headlight glare, headlamp height and aim, testing procedures, and alignment with international standards.
NHTSA will use negotiated rulemaking and bring together representatives from the vehicle lighting industry, equipment associations, safety organizations, research institutions, and engineering associations to help develop updated standards.
NHTSA is also seeking public comments and nominations for membership on the negotiated rulemaking committee. Comments and applications are due November 9, 2026, through Regulations.gov under Docket No. NHTSA-2026-1981.
