State Bills would Let States Install Speed Limiters on Cars of those Convicted of Certain Offenses

Several very similar bills have been filed or pre-filed in some states that would allow states to install speed limiting devices on the vehicles of people convicted of certain offenses, such as reckless driving.

In Wisconsin, SB 659 would make it illegal for someone to remove, disconnect, or tamper with an installed speed limiter. However, someone approved by the state Department of Transportation could repair malfunctioning speed limiters.

In Florida and New Hampshire, HB 557 and SB 618, respectively, would make it so that only those who submit a criminal background check and receive certification by the Department of Highway Safety and Motor Vehicles could manufacture, install, or provide such devices. Additionally, vehicle manufacturers, distributors, and retailers would not be liable for injuries caused by the design, manufacture, installation, improper installation, use, or misuse of a speed limiting device. However, those parties could be held liable if a repair or update of the device causes harm.
