Arizona Governor Vetoes Bill Requiring Legislative Approval
of Emissions Standards
Arizona Gov. Janet Napolitano vetoed legislation last week that attempted to block state agencies from enacting vehicle emissions regulations. Arizona H.B. 2017 would have prevented the Arizona Department of Environmental Quality (ADEQ) or any state agency from adopting government programs that would in any way regulate the emission of greenhouse gas or motor vehicle fuel economy without specific legislative authorization from the Arizona legislature. Threat or Opportunity?
Nearly 10 years ago, I attended a seminar in Detroit on the emerging technology of telematics. I remember thinking then that the convergence of communications and transportation technologies made a great deal of sense because many drivers are in their vehicles for extended periods of time.
