Final Regulation Order Approved for OBD-II, Emission Warranty Regulations

WASHINGTON, D.C., November 19, 2007 - The Office of Administrative Law (OAL) in California approved the final regulation orders for the OBD-II and emission warranty regulations Nov. 9. The final regulation package was made available Aug. 13, 2007, and was awaiting approval from the OAL, which had until Sept. 24 to make a final ruling.

Versions of the regulations were not approved by the OAL Sept. 24 as detailed in a memo that also included the California Air Resources Board (CARB) request for an expeditious review and early effective date for the resubmitted regulation orders. The regulation orders were subsequently approved Nov. 9. Notable changes were only made to Section 1968.2.

A public hearing was held regarding OBD-II and emission warranty regulations Sept. 28, 2006. Following the hearing, the Air Resources Board approved modified versions of amendments that would update the OBD-II requirements and the emission warranty regulations for light-duty and medium-duty vehicles and engines. A staff report was released in August 2006 detailing specific changes suggested by the ARB and incorporated public comments on the measure.
