Presidential Election 2000

A look at the candidates and their views on issues affecting the automotive industry

In the interest of educating our readership, we at AutoInc. have decided to prepare for you a special election 2000 feature. In this feature, you will find six presidential candidates' positions on various issues affecting the automotive industry. The candidates listed are those who have provided summary financial information for the 2000 presidential campaign to the Federal Election Commission (www.fec.gov).

The positions from each candidate come directly from their respective campaign Web pages and political party platforms. Contact information for each candidate has been provided in the form of each campaign's Web page. You can find more detailed information about each candidate, as well as find positions from each candidate on numerous other issues. (N/A indicates that a position on the issue was unavailable.)

The six candidates, with their respective parties, are:

  • Gov. George W. Bush - Republican Party
  • Vice President Albert Gore, Jr. - Democratic Party
  • Ralph Nader - Green Party
  • Patrick J. Buchanan - Reform Party
  • Harry Browne - Libertarian Party
  • John Hagelin - Natural Law Party

Kyoto Protocol
Bush - Opposes the Kyoto Protocol
Gore - Supports the Kyoto Protocol
Nader - N/A
Buchanan - Opposes the Kyoto Protocol
Browne - N/A
Hagelin - N/A
Superfund/Brownfields
Bush - Supports providing more flexibility than the current Superfund standards. Supports Superfund liability protection for redevelopers. Supports extending permanently the brownfield cleanup tax incentive.

Gore - Supports providing revolving loan accounts, grants, and appropriate liability relief to assist communities, developers, and businesses to clean up brownfields. Supports a permanent extension of the brownfields cleanup tax incentive. Supports a polluter-pays principle under which polluters directly pay for cleanups. Supports the reinstatement of taxes that support Superfund.

Small Business Health Care
Bush - Supports permitting small businesses to purchase multistate trade association health plans.

Gore - Supports a 25 percent tax credit for the premium cost of each employee in a small business that joins a purchasing coalition - in which businesses join together to negotiate for affordable health insurance option for their employees. Supports moving toward universal health care.

Nader - Supports universal health care system like Canada.

Buchanan - N/A

Browne - Opposes government involvement in health care.

Hagelin - Believes our current system is disease care oriented. Believes we need to focus on preventative medicine.

Taxes
Bush - Supports eliminating the estate tax. Supports lowering all tax rates, raising child tax credit to $1,000, supports reducing marriage penalty.

Gore - Supports offering American consumers tax breaks and other financial incentives to purchase energy-efficient products including hybrid electric gasoline engine vehicles. Supports reducing the marriage penalty. Supports raising the tax exemption for the estate tax from $2.6 million to $5 million for each family.

Nader - Supports a more progressive tax system - higher percentage on a higher wage. Supports taxes on pollution as well as on activities we should discourage. Supports lightening taxes on activities we should encourage.

Buchanan - Supports repealing the 1993 nickel-per-gallon gas tax and considering a temporary repeal of the entire 18-cent federal gas tax. Supports eliminating the estate tax.

Browne - Supports only those powers delegated to the government as stated in the Constitution. Therefore, the remaining constitutional functions can be financed through the current excise taxes and tariffs. Supports elimination of the income tax, estate tax, gift tax, capital gains tax, and corporate income tax.

Hagelin - Supports a flat tax of 17 percent in 2001, dropping to 12 percent in 2002. Supports progressively implementing a tax on fossil fuels to reflect their real cost to the nation, including environmental cleanup, medical costs, and security costs in the Persian Gulf.

Global Warming
Bush - Supports continued research into the causes and impact of global warming and the development of new technologies to reduce greenhouse gas emissions. Supports the new Tier II standards that will require lower sulfur, cleaner-burning gasoline and cleaner cars.

Gore - Supports investing in alternative technologies to reduce our dependence on foreign oil, reduce pollution, and clean air and water.

Nader - Response to global warming must include increased use of renewable energy and diminished use of fossil fuels, improved fuel efficiency for automobiles, and the elimination of all subsidies for fossil fuel.

Buchanan - N/A

Browne - Believes the Constitution does not give the federal government authority to regulate air quality. Problems are local and should be fixed at the local level. Regulations drive up costs. Government should let the market dictate the value of a cleaner vehicle. Believes that global warming is not set in stone. Opposes immediate action without knowing what the full effect of global warming may be. Believes that future environmental protection will come from people acting voluntarily in their own interests.

Hagelin - Promised to lead the effort to clean up America's polluted air, rivers, wetlands, and oceans by tackling industrial pollution at its source. Will work to prevent the potential damage from ozone depletion and the greenhouse effect.

Renewable Energy/Gasoline
Bush - Supports the moratorium against new leases for oil and gas drilling off the coasts of California and Florida.

Gore - Supports the development and deployment of renewable energy and energy efficiency technologies for buildings, transportation, industry, and utilities, and to research ways to improve coal and natural gas efficiency and carbon sequestration. Supports investment in transportation alternatives such as light rail, high-speed rail, mag-lev, and cleaner, safer buses to encourage economic development, enhance mobility, reduce traffic congestion, build more livable communities, and reduce our dependence on foreign sources of gasoline. Provide tax breaks to consumers to purchase hybrid electric/gasoline engine vehicles to reduce our dependence on foreign oil. Supports expansion of the moratorium on offshore oil and gas drilling.

Nader - Supports increased use of renewable energy and diminished use of fossil fuels, improved fuel efficiency for automobiles, the elimination of all subsidies for fossil fuel. The government needs an early warning system for refinery and pipeline disruptions, a larger petroleum stockpile to deal with low inventories, an excess profits tax, and programs boosting renewable energy sources.

Buchanan - Supports ending the oil embargo on Iran and Iraq. Supports opening the Arctic National Wildlife Refuge and Outer Continental Shelf to exploratory drilling. Supports imposing an oil import fee to maintain a $16-$20 per barrel price level. Supports starting to pump out the Strategic Petroleum Reserve and refill it when the price of oil drops. Supports repeal of the 1993 nickel-per-gallon gas tax and consideration of a temporary repeal of the entire 18-cent federal gas tax. Supports ethanol subsidies.

Browne - N/A

Hagelin - Supports ending U.S. dependence on foreign oil through development of renewable, safe, nonpolluting energy resources such as wind and solar power. Support basic research on energy efficiency, energy storage, and fuel cells, in addition to electric, hydrogen, and highly energy-efficient vehicles. Supports the removal of federal subsidies for fossil fuels. Progressively implement a tax on fossil fuels to reflect their real cost to the nation, including environmental cleanup, medical costs, and security costs in the Persian Gulf.
